Background:
Mauritania's Gas Master Plan capitalizes on its natural gas resources, particularly the offshore Bir Allah field, and support its energy transition. This plan aims to accelerate access to electricity, develop blue hydrogen for export, reduce the industrial carbon footprint, and boost the economy. It will position Mauritania as a regional energy hub while balancing hydrocarbon exploitation with the promotion of renewable energy.
Services Provided:
Ciera assessed environmental and social risks of the gas master plan for bulk transmission infrastructure alternatives and clusters of industrial monetization opportunities.
The activities included:
1. Evaluating environmental and socio-economic risk for each infrastructure alternative and each cluster of industrial monetization opportunities:
a. Environmental and Socio-Economic component
b. Risk / Impact
c. Safeguard / Management Instruments
d. World Bank risk categorization
2. As many bulk infrastructure alternatives will be similar, care will be taken by the consultant to group similar alternatives and avoid duplicate work.
3. Explanation of the approach followed and of the World Bank risk categorization methodology.
4. Reviewing technical documentation as compiled by the project team where required.
5. Sharing knowledge, experience and expertise.
