Background:

When forming partnerships with other multilateral organizations the Inter-American Development Bank (IADB) requires an equivalency assessment between IADBs Environment and Social Policy Framework (ESPF) and the partnering organization's framework to assess their equivalence with IADBs standards for sustainability, risk management, and stakeholder protection and to address potential gaps. This shared approach supports regulatory compliance, minimizes environmental and social risks, and strengthens accountability in shared projects.

Ciera compared the IADB Environment and Social Policy Framework (ESPF) against the social and environmental safeguards of WFP, PAHO, UNOPS and UNESCO to identify congruities, differences, and discrepancies as to whether they are "equivalent".
